Okay, apparently it's true, JapanPost posted a statement on this. Registered SAL won't be accepted in those eight countries and also registered sea mail won't be accepted anymore at all.

Any information from cdjapan? The registered airmail there is really expensive :/

I know the option but the thing is you can only purchase it online which is really stupid in my opinion... Plus the fact that letters arrive faster and have the same size regulations.

"Päckchen" is available with tracking. but only if you order it online.

The post in Germany a service for international shipments up to 2kg and a max sum of lengths of 90cm which includes tracking and takes around two weeks to arrive. They don't call it SAL but it's basically the same, isn't it? I just called their customers hotline and they said there won't be any changes to this service in 2014.
So if RSAL from Japan won't work anymore in 2014, I would still be able to send stuff with a RSAL-like service to Japan but I won't be able to receive stuff with RSAL? This makes no sense.

And so I conclude this reply might be evidence for the theory that there has simply been a misunderstanding in Japan somewhere due to the word "surface" in the brand 'SAL'.

The online informations is not out yet so the officer from the post
office came personally and told us that there'll be a new regulation.
You might find similar news from other Japanese international online
shops.

Basically, shipping with Registered SAL to these countries will not
longer be available:
AUSTRALIA, GREENLAND, DENMARK, GERMANY, NORWAY, HUNGARY, FINLAND, POLAND

DHL mostly depends on the size of the box,
For the size of a SAL box, DHL will be 3700yen.

If they were to remove one shipping mode they would remove everything registered and unregistered

I think this is an excellent point! That's pretty much airmail to me too. I think the main reason SAL is slower is not because of the surface mail in both Japan and the destination country but just that is is using a lower priority than regular airmail by using excess capacity on airplanes. So the EMS and regular airmail fill up the planes first, then whatever is free will be made available to SAL. If the plane is full, they wait for the next one. That is why in some cases SAL can be as fast as regular airmail, other times it is slower.
