I've just seen this in Mandarake's home page:
"Starting from 16th December 2013, we are no longer be able to accept orders with Registered SAL small packet from the countries below due to the effectivation of Doha Agreement.
Related countries:
AUSTRALIA, GREENLAND, DENMARK, GERMAN, NORWAY, HUNGARY, FINLAND, POLAND
Please choose EMS or DHL when placing the order.
*Other than mentioned, some other countries will also not accept SAL small packet. Please check with your local post office for details."
Edit: now Amiami as well:
"Dear Customers,
Thank you for shopping at AmiAmi.
As the result of a recent international meeting of the Universal Postal Union, REGISTERED SAL Small Packet will unfortunately become unavailable to the following destination countries:
Australia / Denmark / Finland / Germany / Greenland / Hungary / Norway / Poland
All other shipping methods we currently offer such as EMS, Air Small Packet, Unregistered SAL Small Packet, and SAL Parcel will not be affected and will continue to be available.
The new postal regulation becomes effective on January 1, 2014, However at AmiAmi, orders from the above countries placed with Registered SAL Small Packet as the shipping method will be automatically updated to Air Small Packet starting Monday, December 16, 2013.
We sincerely apologize for the inconvenience this may cause and thank you for your understanding and continued support.
I think I understand this. "SAL" (Surface Air Lift) only exists in Japan and some other island nations (eg. I think UK has a similar service). In the rest of the world only Air Mail exists. So maybe the countries above cannot provide R-SAL service level and refuse to upgrade it to Air Mail level.
In any case, if you are affected maybe you should ask Manda to add an Air Mail option to their shipping.

www.post.japanp...
Still no explanation on why only these countries though.
I know the option but the thing is you can only purchase it online which is really stupid in my opinion... Plus the fact that letters arrive faster and have the same size regulations.
I meant DHL Päckchen International mit Service Nachweis. Without Nachweis you'll pay 3 euro less and don't have any tracking or insurance.
"Päckchen" is available with tracking. but only if you order it online.
60x30x15 up to 2kg
The post in Germany a service for international shipments up to 2kg and a max sum of lengths of 90cm which includes tracking and takes around two weeks to arrive. They don't call it SAL but it's basically the same, isn't it? I just called their customers hotline and they said there won't be any changes to this service in 2014.
So if RSAL from Japan won't work anymore in 2014, I would still be able to send stuff with a RSAL-like service to Japan but I won't be able to receive stuff with RSAL? This makes no sense.
The service you mean(Päckchen, right?) doesn't include tracking. You can send it as letter however and get tracking extra(arrives faster too).

And so I conclude this reply might be evidence for the theory that there has simply been a misunderstanding in Japan somewhere due to the word "surface" in the brand 'SAL'.
JustSomebody and Myself where asking around the Japanese Stores.
Thats the information we've collected so far:
---------------------------------------------------------------------
Mandarake:
The online informations is not out yet so the officer from the post
office came personally and told us that there'll be a new regulation.
You might find similar news from other Japanese international online
shops.
Basically, shipping with Registered SAL to these countries will not
longer be available:
AUSTRALIA, GREENLAND, DENMARK, GERMANY, NORWAY, HUNGARY, FINLAND, POLAND
DHL mostly depends on the size of the box,
For the size of a SAL box, DHL will be 3700yen.

Rakuten:
We actually have not received any notice about the matter of registered
SAL you mentioned the other day.
We are now asking Japan Post if and when the issue comes into operation,
and will let you know when we get a reply from them.
Thank you very much for your patience and understanding.

Thank you very much for your email.
We can confirm that we have not had any such notification of this from the post office and so we should still be able to send items via this method. If anything changes however, we shall update this on our website for you.

Nippon-Yasan:
Hello and thank you for your email!
Excuse me but i would like to know where did you get this information ?
Because our service didn't hear anything
If they were to remove one shipping mode they would remove everything registered and unregistered
We are in contact with our post office to see how things gonna go down cause we actually weren't aware of this change and they usually letting us know in advance for those kind of change
We will keep you inform on what to do.
