Thanks everyone for the help! Truly appreciate it. He came sealed. He’s authentic. Seller put some goodie little stickers in with him and had him wrapped cute. Good experience.

They should still be individually sealed in their plastic bags, unless they were opened and used by the seller. The only way to open the plastic would be to tear or cut through it, so you would be able to tell right away by looking at the bags if they'd been opened by someone. The picture noctisity posted is exactly how all mine have looked when I've purchased them. As both noctisity and cocosole have mentioned, the seller may simply be showcasing a photo of what the figure looks like when out of the plastic, just so you can have a better idea of how it appears, but that doesn't necessarily mean they're not selling you a brand new sealed one. Lots of vendors will borrow photos of opened products just to show what the item looks like in person and out of the packaging. If you want to be safe, I second the suggestion to have them send you a photo of the bottom of the figure so that you can verify the copyright information. You could also ask them up front if the figure is individually wrapped and see what they say. Good luck!

All the new onemutans I've seen come in a plastic bag. If it's possible, I would ask the seller to provide a photo of the bottom of the figure so you can check the copyright information.
But as cocosole said, since this seller buys in bulk from a supplier, it's possible they have a bunch of sealed copies on hand and are just advertising a photo of the open one so you can see the figure better.

Yes, sometimes suppliers don't send the gashapons with capsules.
They usually also keep the item in the plastic wrapping though.
I did a quick search through Mercari and I believe I found who you're talking about.
In the description, I think they've listed that you'll get a new and unopened one, so it may still be sealed.
It might be just the picture where they've used a opened one to have closer look at it?

Yes, if in bulk, depending on the seller they can just sell the gashapons without the capsules (it's nice to have but also it's additional weight to the package so I can see why they would not include it).
Leaflets also depends on the seller, some include it, some don't.

I frequently buy gashapon items in bulk, and depending on the seller, yes, it's possible the capsule is not included. (Actually, I wish they would stop including them because it increases volumetric weight...)
As long as the item is still sealed in plastic, you can probably assume it's official. You can also check the bottom of the figure for copyright information.
As Kiromita mentioned, the leaflets are always included outside the plastic bag so sometimes the seller doesn't bother keeping them or it just gets lost somewhere.

I think it's pretty common for them to be sold without the capsule, however, mine have always come with the leaflets. The leaflets are not inside the plastic bag packaging but sit loose in the capsule. I'm not sure why they would cite the weight as the reasoning behind not sending the leaflet since it's just a thin paper which weighs next to nothing. I'm not too sure on whether or not it's possible to buy them in bulk or how that process works so I can't really speak on that. But I think it's possible that the figure could be authentic, assuming that they just didn't keep the leaflets. You could also try asking for images of the bottom of the figure, because each onemutan figure has letter markings on the bottom of it. Many of the JJK ones have "GA/S, JKP" embossed on the back. If the ones they're selling match up with the markings of the official figure, you can feel more encouraged that it's authentic.

Sorry to keep bugging y’all. She is now telling me that the way it is pictured is how the supplier sent them to her and that even she did not receive capsules. Does the supplier themselves sometimes send with no capsule? Also, the way she has them pictured is with no packaging around the figure whatsoever. I believe she is implying what I said before, that they just all came in a giant bag. I wanted to verify with y’all first before telling her that’s not how they come. I don’t want to accuse her of something if I’m just not educated on the process. But, if enough of y’all tell me they should come individually wrapped, I will tell her that. I buy a lot of box sets and things of that nature. Never anything this bulk. But, I find it hard to believe they wouldn’t be individually wrapped, regardless of if there is a capsule. Thanks again.

Like noctisity stated, I’m assuming they should always come in plastic sealed and not just a giant order of loose little figures? That’s the last thing I need to address with them.
