lock has existed for awhile. usually for entries that are having an editing war or consistent mistakes (someone mistaking information for a 1/4 scale for the 1/7 scale of the same sculpt)

so they have lock and draft for the same purpose?

lock true -> only mods/admins
lock false -> every user

draft true -> unfinished, every user
draft false -> finished, only mods/admins

I dont know, maybe they just split the term draft, as it meant more than one thing and now it just means "it is not in draft anymore" although that information does not add much value tbh
